Overview
This part of the toolkit sets out the overarching policies and management protocols that govern CARE's involvement in humanitarian action.
- Introduction provides an overview of the toolkit and how to use it.
- Humanitarian policy framework describes CARE's Humanitarian Mandate, the relationship between CARE's vision and mission and involvement in emergency responses, and guiding interagency standards and principles. All staff should review this chapter.
- Basic guide to emergency response is a basic guide for managers and emergency coordinators. It introduces the basic principles and definitions for emergency response work, and includes a quick reference checklist for emergency operations. This is useful for all staff, especially those managing an overall response.
- Emergency management protocols govern management and decision-making at a CARE International level. These protocols should be understood and followed by all senior managers and decision-makers involved in emergency response at the Country Office and CARE International level.
- Key policy issues provides an overview of the critical policy issues that affect CARE's decision-making. Each section introduces the issues, sets out CARE's policy and provides guidance on practical considerations for emergency managers.
- Quality and accountability sets out the standards of quality and accountability that CARE should uphold, including CARE's Humanitarian Accountability Framework.
