A. Purpose
This protocol provides guidance on operational risks that should be assessed when launching an emergency response so that risks can be identified and managed effectively.

B. Policy
CARE must ensure that operational risks associated with an emergency response are identified. Actions must be taken to manage risks at the start of and throughout emergency interventions.
Country Offices are responsible for assessing operational risks, with guidance and support from the Lead Member and the CARE International Emergency Group (CEG). Operational risk assessment results and any significant changes that affect CO risk levels must be reported to the Lead Member and CEG, and discussed to agree on appropriate actions to address identified risks. Guidelines to identify and manage risks in specific areas, such as safety and security, should also be referred to as appropriate.
CEG may also ask the Lead Member to conduct a risk assessment of the emergency response. At times, CEG may also decide to conduct its own risk assessments of the response.
